한국에서 휴대폰 번호는 두 번째 신분증입니다

 

On day one you open a prepaid SIM with your passport, and switch to postpaid once your card arrives.
If your name is written even slightly differently along the way, verification stops.

입국 첫날에는 여권으로 여는 선불 유심으로 시작하고, 등록증이 나오면 후불로 넘어갑니다.
그 사이에 이름 표기가 한 글자라도 어긋나면 인증이 막히므로 그 지점까지 함께 익힙니다.

통신사 매장에서 오가는 말은 정해져 있습니다. 아래 여덟 문장을 먼저 눈에 담고 본문으로 들어가십시오. 왼쪽과 오른쪽은 한 쌍의 대화가 아니라 각각 따로 익히는 문장입니다.
Only a set number of lines go back and forth at a mobile shop. Take in these eight sentences first, then move into the main text. The left and right columns are not paired dialogue; learn each side on its own.

1. 번호가 없으면 아무것도 시작되지 않습니다
Without a Number, Nothing Starts

 

한국에서 휴대폰 번호는 전화를 걸기 위한 것만이 아닙니다. 출입국 방문 예약도, 은행 앱 등록도, 정부 사이트 로그인도 본인 명의 번호를 요구합니다. 번호가 없으면 그 앞에서 다 멈춥니다.
In Korea a phone number is not only for making calls. Booking an immigration appointment, registering a banking app, logging into a government site all require a number in your own name. Without one, everything stops there.

그런데 순서가 얽혀 있습니다. 외국인등록증을 받으려면 예약을 해야 하고, 예약하려면 번호가 있어야 합니다. 그래서 첫날에는 여권으로 열 수 있는 선불 유심으로 시작하고, 등록증이 나온 뒤에 후불로 옮깁니다.
The order is tangled. Getting the alien registration card requires an appointment, and booking one requires a number. So you start with a prepaid SIM opened on your passport, then move to postpaid once the card is issued.

 

 

2. 첫날에는 선불 유심으로 시작합니다
Day One Starts with a Prepaid SIM

 

유심은 번호를 담은 작은 칩입니다. 이것을 휴대폰에 넣어야 한국 번호가 살아납니다. 어디서 사느냐에 따라 준비물과 걸리는 시간이 다릅니다.
A SIM is a small chip that holds your number. Put it in your phone and a Korean number comes alive. What you need and how long it takes depend on where you buy it.

▶ 휴대폰이 잠겨 있으면 유심을 넣어도 잡히지 않습니다.

▶ If the handset is locked, inserting a SIM will not connect it.

본국 통신사가 단말기에 잠금을 걸어 두는 경우가 있습니다. 출국 전에 해제해 오십시오. 매장에서는 풀어 줄 수 없고 그 자리에서 되돌아가야 합니다.
Carriers back home sometimes lock the handset. Have it unlocked before you leave. A shop here cannot do it, and you will be turned away on the spot.

개통은 본인 명의로만 됩니다. 다른 사람 이름으로는 신청이 받아들여지지 않으며, 명의를 빌려주는 것도 처벌 대상입니다. 회선 수도 엄격해져 한 사람이 여러 개를 여는 것이 어려워졌습니다.
Activation is only in your own name. An application under someone else's name is refused, and lending your name is itself punishable. The number of lines per person has also been tightened, so opening several is now difficult.

3. 개통 창구에서 달라진 것
What Has Changed at the Counter

 

2026년 7월 6일부터 휴대전화를 개통할 때 얼굴로 본인을 확인하는 절차가 단계적으로 시행되고 있습니다. 신규 개통과 번호 이동이 우선 대상이며 통신 3사와 알뜰폰 모두 해당합니다. 다른 사람 명의로 여는 대포폰을 막기 위한 조치입니다.
Since 6 July 2026, facial verification has been phased in when activating a mobile line. New activations and number transfers come first, and it applies to the three major carriers and budget providers alike. The aim is to stop lines opened under someone else's name.

진위 확인 Document check	외국인 신분증은 법무부와 연결해 진위를 확인합니다. 사본만 받고 열어 주던 관행이 막힌 것이며, 본인이 실물을 들고 매장에서 확인받는 경로는 그대로입니다 Foreign IDs are checked against Ministry of Justice records. What has closed is opening a line on a copy alone; showing your original document in person still works

 

▶ 얼굴 인증에서 막혀도 그 자리에서 끝나지 않습니다.

▶ Failing the facial check does not end things on the spot.

모자와 마스크를 벗고 정면을 보면 대개 통과합니다. 그래도 안 되면 직원에게 다른 방법이 있는지 물어보십시오. 실패했다고 개통 자체가 불가능해지는 것은 아닙니다.
Take off your hat and mask and face the camera straight on; that usually clears it. If it still fails, ask the staff what other route exists. A failed check does not make activation impossible.

이 절차는 2026년 하반기에 걸쳐 단계적으로 자리를 잡는 중입니다. 매장마다 운영이 조금씩 다르므로 두 곳을 비교해 보는 것도 방법입니다.
The procedure is still settling in through the second half of 2026. Practice differs slightly by shop, so comparing two of them is worth doing.

4. 선불과 후불, 그리고 알뜰폰
Prepaid, Postpaid, and Budget Carriers

 

먼저 내고 쓰느냐 쓰고 나서 내느냐의 차이입니다. 여기에 요금이 싼 알뜰폰이라는 선택지가 하나 더 있습니다.
The difference is whether you pay first and then use, or use first and pay later. On top of that sits a cheaper option: budget carriers.

선불에서 후불로 옮길 때 쓰던 번호를 가져갈 수 있습니다. 이미 여기저기 등록해 둔 번호를 바꾸지 않아도 되므로 등록증이 나오면 바로 신청하십시오.
Moving from prepaid to postpaid, you can carry your number over. Nothing you have already registered it with needs changing, so apply as soon as your card arrives.

알뜰폰은 통신 3사의 망을 빌려 쓰는 사업자입니다. 통화 품질은 같고 요금만 낮습니다. 다만 매장 수가 적어 대부분 온라인이나 전화로 처리합니다.
Budget carriers lease the networks of the three majors. Call quality is the same; only the price is lower. They have few shops, so most business is done online or by phone.

통신사, 은행, 정부 사이트에 등록된 이름이 등록증과 글자 하나까지 같아야 합니다. 한 곳이라도 다르면 그 조합에서 인증이 멈춥니다. 앱이 아니라 표기가 문제인 경우가 대부분입니다.
The name held by your carrier, your bank, and government sites must match the card character for character. One mismatch stops verification at that pairing. In most cases the problem is the spelling, not the app.

외국인 명의 회선은 인증 범위가 제한되는 경우도 있습니다. 표기를 다 맞췄는데도 안 되면 그 서비스가 외국인 회선을 지원하는지 확인해 보십시오.
Lines in a foreign national's name are sometimes limited in what they can verify. If everything matches and it still fails, check whether that service supports foreign-held lines at all.

여기까지가 번호를 만드는 일입니다. 첫날에는 여권으로 선불 유심을 열고, 등록증이 나오면 후불로 옮기면서 이름 표기를 등록증에 맞춰 통일하십시오. 그 한 번으로 이후의 인증이 대부분 풀립니다. 번호와 계좌가 갖춰지면 다음은 건강보험입니다. 오늘 나온 말은 아래 단어장에서 다시 확인하십시오.
That covers getting a number. Open a prepaid SIM on your passport on day one, and when the card arrives, move to postpaid and align your name with the card everywhere.
